Henry Cisneros speaking at last week’s HUD- sponsored conference on housing and community development, HUD Secretary Cisneros promised that the agency would double its budget to provide shelter for the homeless by providing an additional $800 million in funds. Mr. Cisneros also praised HUD’s “partnership” initiatives with private sector companies and pension funds to help finance affordable housing. The beginning of the two-day Washington conference was jarred somewhat by two protestors who interrupted the secretary’s speech to charge that HUD wasn’t doing enough to build decent housing and provide for the homeless.
